Starbound For Console and Crossplatform

Hi, I was just wondering about the upcoming Console version for starbound. will it be Crossplatform so people on the consols can play on a computer hosted server or no? and if so will there be a modding api available for the port so people can access mods from the forums for the consol version? I have a friend who is interested in the port when it comes out and I would just like to know so I can look into investing in a console so I can play with him if it is not crossplatform.
