Modding Help How do I make a new dungeon/Outpost?

I'm planning on making some new "outpost" or just market,something like the galactic market mod,but for my stuff
I just want to know how to make that
Though my idea is making NPC's that sell stuff instead of individual shop items.

 

what do you know about Tiled? That would be the place to start.

I only have the program installed

How To Create Your Own Mission/Outpost (I would suggest using this tutorial to set up your files, but use Tiled to create your dungeon, it's much more intuitive)
