I'm getting the same error. I got it after updating smapi and a few other mods (UI info suite, Custom Farming Redux, Custom Element Handler, and PyTK, if that has anything to do with it.)

How do I change the config?

 

your config.json file will be in the same folder as the mod's folder. Just run Stardew Valley and Quit on the title screen, and it will be there.
