I got tired of upgrade modules never spawning for me so now the place that sells fake licenses also sells the materials used with those licenses. Upgrading your ship without the necessary crew now has 1.5x the cost of doing so with the necessary crew. Oh, and the shop now sells the other two rarely spawning upgrade items as well.
