Flooding 1.3 Small fix

A small, modular water overhaul.

  1. v1.2 Sprinklers!

    Slight adjustment of the drain rate. It's a little faster than I'd like, but it seems to be a better practical balance. Added water spawning to sprinklers. Should make farming a bit more interesting.
