[Starbound 1.0+] Tanz Hunger Overhaul 1.3.0

A general hunger overhaul to help improve how the mechanic feels.

    Beds no longer stop hunger 100%, but instead just slow hunger drain to 25%.

    Cooked steak (cookedalienmeat) has been patched to remove its foodvalue. It was too overpowered for this tweak. :p
