Modding Help A mod I wonder if it exists and if not how can I make it?

so I was noticing that via commands you can use the procedural weapon generator to summon in a custom weapon, does a mod exist that allows you to legitimately and easily make custom weapons by mixing and matching the different sprites, for guns, swords, hammers etc without using commands, if such a mod doesn't exist how can I make It? I do understand that the mods are written in Json not a programming language(I do somewhat understand Lua, and I understand python even more but that's irrelevant)
