Resolved Act 3 - Side 1 S-rank issue (Solved)

SOLVE My Steam was not updated correctly via firewall issue. Solved!

I've tried to achieve the S-rank on Act 3 - Side 1 multiple times but for some reason, it does not award the S-rank (on hard difficulty)
The requirement is 23 turns or less, but ever since the last patch, it does not reward the S-rank
I've completed it in 20, 21, 22 and 23 turns, but no S-rank
Looks like there is a bug or something for this mission. The other missions award S-rank without issue
