All the extra characters and enemies are gone.

I have no idea why or how this happened but it did. All of the enemies wont spawn and if they do they die immediately leaving whatever they drop on the ground. All of the characters like the janitor or the people saying I'm late in the intro are gone and also the people at the outpost are gone other than the stores and the NPCs I can interact with for quests.
