An Oceanic Planet By Fiery Stars?

So I have spent a decent amount of time, trying to find an Oceanic planet next to a Fiery Star, but with absolutely no luck.
I've read that finding a Tier 3 planets is 5%, but planets such as Snowy, Savannah are also Tier 3, meaning they too should only occur 5% of the time.

However, as I have recorded my findings, I have found a total of 18 Fiery Stars with Savannah planets and 13 Fiery Stars with Snowy planets. Yet 0 Oceanic planets, making me presume that this combination is impossible or 0% and not 5%.

People claim to have found some, but they have absolutely no proof of this, no photos, no coordinates, nothing and they might be confusing it with Arctic planets.

I just find it hard to believe that if Tier 3 planets to occur is 5% and I have come across two other Tier 3 planets a total of 35 times, that it is still possible to find an Oceanic planet with this criteria.

Anyone have info on this?
