Bug/Issue Can't arrest Noble?

I'm having a problem with the new update. When you go to see Noble the Peacekeeper. He sends you on a "mission" to catch a bad guy (it's actually him in disguise) I'm currently stuck because he's asking me to arrest him, and there's a blue arrow over his head, but I can't interact with him??? Please tell me what I'm doing wrong or if this is a bug???

 

i been having this issue as well...what mods are you using or is this without mods?

 

I had the same issue, it was solved by uninstalling Supper's Combat Overhaul. Modder will update ASAP but for now uninstall
