The title really says is all (Custom Flags) and i'm not asking for an in game editor but a template file where i can place my own image for the flag to display. I am not entirely sure how the flag works but if i had to crate several variants of the same image to simulate wind or something I have no idea. I do know that me and my friend have a war going on all the time and flags will make it cooler regardless.
It took me a while to do this but all People would need is a template as to where to put colors and how to distort a small logo onto the flag, i figured it all out but just would need a blank flag without a logo to be sure if i actually did it right.
I had made a thread about this as well. i think it would be cool to make one as part of character creation. Otherwise you can pretty much mod in any kind of flag you want already.
