Modding Help Facial Masks+Adding an extra chargen option?

Very new to modding stuff in general and while poking around in certain species mods I was wondering: Is it possible to create a facialMask that can both change it's appearance and it's color? Preferably as different options and separate from other stuff like hair/body/etc? So options on chargen would be something along the lines of Skin color/hair style/hair color/facialmask style/facial mask color/shirt/pants/shirt color/pants color/personality.

I mean, there is that blank spot in the chargen options list just begging for something to go in there. Has something like that been done before/is it possible to put a tenth option into the chargen menu and then separate the assignment of facial mask styles and facial mask coloring?
