Bug/Issue FPS issue. less than 30fps

    i run almost all games on max, so home come im getting less than 30fps on this game? the config file doesnt tell me anything, and it looks like a jumbled mess to me. anyone else have this problem? i feel like i should be getting ATLEAST 60fps. ill take screenshots/post my specs if needs be.
