Bug/Issue Haley gains affection by talking to Harvey

I alway wondered why Haley was gaining Hearts so fast even if i was not paying much attention to her.
At first i thought that might be intended due to her attitude, but just now i talked to Harvey in his clinic when the steam achivement for reaching 5 hearts popped up.
looking at the Heart tab in the menu showed only Haley at 5 hearts, everyone was lower while harvey even was at only 1 heart.
is this intended or could this be a bug?
