How to use commanders in custom content?

Hi - I made a simple custom scenario for my daughter and me to play together against the computer, and for the life of me I can’t figure out how to have our commanders in the battle. I believe I’ve checked the right boxes, having a faction, selecting choose commanders and have one or more left checked, etc. But the battle starts the commanders aren’t on the field.

Advice? I feel like I’m missing something obvious. Thanks.

- custom content
- scenario (not campaign or skirmish)
- two teams co-op vs. computer
- one team is two humans, other team is one AI
