Bug/Issue New characters needs their own Outpost/Ark

    Because, NPC's from missions stayed next to the portal to Ruin (that already open), closed shops opens too. And I have to say that when player staying near opened portal FPS will drop from 60 to 10-15. This need to be fixed too.
