No Colonist Appearing in Swamp House

So I ran into an interesting issue today. I'm fully aware of how to create a colony and have a very large one, and today I remodeled one room with some swamp furniture to get the frogg merchant and put the colonist deed in, and no one appeared.

The deed was blue as if someone was living in it, just a picture of a house. But there was no one there, and I restarted and it is still like that. I'd love to have a frogg merchant, if anyone knows why this is happening that would be great.

I have a few mods but not a single race mod, the only thing that alters actual npc's is a mod for additional hairstyles for the playable races.

I don't know why this fixed it but I restarted my computer now it works? I had a steam update so maybe one of the addons was getting in the way after all. Thanks for reading
