Which would be recharging by plugging it into a solar panel. Or while it's recharging via some built in solar panel, it must remain dormant.

I know it was obvious, but I felt the need to clarify.

Though this brings to mind one of my favourite power sources, the radioisotope thermoelectric generator.

 

Makes me wonder if they'll ever make a thermal generator that will efficiently use its heat so well you could not be burnt touching it.

 

Since 50% efficiency is considered amazing, that is doubtful unless the device has a very low output. How about don't touch the lump of plutonium? The alpha radiation is bad enough.
