Closed Platforms and stairs bugs

    1. Stairs build on top of platforms become barriers impassable without jumping.

    Similar thing happens to stair joints.

    2. Thin platforms build on top of wider platforms are transformed into stairs.

    This looks particularly jarring in generated locations, such as USCM prisons.
