RAM/FPS Issue

My game only runs at a very low FPS, unless I'm in my ship. When I view the system Requirements for the game it says it requires 2 GB of RAM, at least. When I look at how much RAM it is actually using it fluxuates somewhere between 1000-ish mB and 400 MB, depending on what I'm doing. I may be wrong but I believe this is the issue causing my game to run slowly, and I have at least 3 GB of RAM leftover. If this is not the problem then can someone please tell me what the issue is?
