Bug/Issue tearing white bar and low fps

hello, I post because I have a graphical problem, the most disturbing is the white bar at the bottom of the screen and it intensifies when there is more and more "block" on the screen; when I sink to the caves for example.
The display tearing does not bother me too much and I almost solve the problem by limiting to 60 fps in the settings of my graphics card.
And finally I have extremely low fps about 40 ~ 50 fps on a planet, 60 in my ship and it drops drastically in the caves between 15 ~ 30 fps.
My configuration:
amd fx-6300 oc
16 go ddr3 1600mhz
rx 480 8go oc
The game is on a ssd
screen in full hd 60 heartz
the problems are less present by lowering the resolution and increasing the zoom; I play in x2.

starbound is ded buddy boi, you aint gonna get a reply till like 2 months. but i suggest you try copying all game files from the ssd to your harddrive.
