weird crashes

I've been having problems for a good while with this happening it started about halfway through 2019/toward the end of 2019(I have bad memory it was a good couple months after bounty hunter update though) and I took a break, came back it's still broken. it doesn't even get to the splash screen.

the basics I've done, I've attempted starting multiple times, reinstalling, the game is up to date, there are no mods, I've verified integrity through steam, it's being launched with admin perms, might've tried other things and forgot.
