Bug/Issue Won't Even Launch.

I've been playing the game fine since 2014, and in the recent months of the unstable builds, I have never been able to launch them. Every time, i got an error. When 1.0 released, I was hoping this error was fixed. However, I still receive it. I have done everything that there is to do to fix this issue, but it will not go away. It's won't even launch the game/launcher. This is the error I get every time:
