so i want to make a clothing mod, ive looked into what i need to do but i dont know what to use to actually texture the clothing items themselves.

By textures I assume you mean the .png files? Sadly I'm not an artist so I can't recommend the best software for pixel art, but GIMP is a free and open source image editor that you can use.
