Hot bar item glitch

So I’m playing Stardew Valley on an iPad mini. I’m in fall and have had no real issues except for some reason only certain slots in my hot bar work. Example: I place the items in my bag in the first slots for easy use like tools and weapons but they don’t show unless I place them in a lower slot on the hot bar. Anyone have a fix? Right now I can only use the bottom half of the bar.
