Human Shield Generator Not Breaking

Please help me. I've raided an apex building, I killed everybody, but the human shield generator is not breaking so I cannot collect or set down blocks. I've done this before with no problem, please someone help me fix the problem.

 

Are you trying to remove it with the Matter Manipulator? You have to attack it until it breaks with normal weapons rather than the MM.

 

If you've done it before no problem, (With explosives?) and it's not working
